The Texas Legislative Session Is In Full Swing!
We are almost two months into the 2025 Texas Legislative Session. The deadline for filing bills is March 14, but there are already four bills that have been filed in relation to preferential voting (aka Instant Runoff Voting).
Five bills have been filed to allow preferential voting in certain circumstances as follows:
- House Bill 465 by Phillip Cortez for military and overseas voters
- House Bill 540 by Vikki Goodwin in nonpartisan municipal elections
- House Bill 1406 by Terry Meza for party primary elections
- Senate Bill 341 by Sarah Eckhardt for special elections
- Senate Bill 342 by Sarah Eckhardt for military and overseas voters
Two bills have been filed to ban preferential voting as follows:
- House Bill 817 by Briscoe Cain
- Senate Bill 310 by Brian Hughes
As these bills make their way through the legislative process, we will be sending out Action Alerts for you to call or email your representative and/or senator to advocate for preferential voting (aka Instant Runoff Voting).
Keep an eye out for these alerts! They will, more than likely, come with a short window of opportunity to respond. Please respond immediately so your voice will be heard!

Previous polling showed the new system was widely understood by most voters, but this survey is the first to gauge the electorate's preference as voters made decisions on who would take power under the city's new form of government.
